That is because he wanted the elders to know who he was and preferred a scene. This is how desperate for content he is. When describing how the elder ghosted him and ignored him from then on, it sounded like he was disappointed as if this was the reaction he desired when showing up to the KH. He even complained that he didn’t follow him into the Croatian section after the English meeting was over. Skip ahead to 46:53 and you'll see what I mean. They have a history and Lloyd is genuinely sad he wasn't confronted by this elder and even reasoned that he should have been, since he was known to be DAed and it was an elder's responsibility to take him aside and ask his reasoning for being there. About the elder:
He was effectively a friend, or used to be a family friend. I’m not going to go into everything but suffice to say, I think he’s a nice guy, but I also know he’s one of the, one of those elders that likes to go above and beyond in being intrusive. That’s been my experience with him. So, to be sat behind him after all these years was emotional, uhm yeah, it’s going to take me awhile to process it.

But evidently this elder he met at this English-speaking KH had his own sordid history with him, so much so it's going to take him some time to "process it". Sounds VERY personal. Lloyd even said he felt he was involved with the Croatian branch, though he doesn't say why. Probably yet another elder who really had a problem with him. Maybe it's the one who said he treated Dijana like a rag or the one who accused him of running a scam by outsourcing his translation work to JWs whilst being inactive. I think the word "intrusive" is a clue that he was quite possibly one of these two.
Or maybe Lloyd Evans is just one huge dick, and these elders liked Dijana and knew how vulnerable she was, so they felt like protecting her from this foreign oaf.
